Good news Air Cambodia: fly to/from Cambodia
All land border crossings with Cambodia remain closed, courtesy of the Thai Army. However, it is possible to enter Cambodia overland via Laos or Vietnam. There is also a riverboat service from Chao Doc to Phnom Penh.
Furthermore, many cruise liners dock at Sihanoukville, allowing passengers to alight for a short visit to sample the delights of Cambodia.
Otherwise, entry to Cambodia is via various international airports, principally Techo International, about 30km south of Phnom Penh. Other choices are Siem Reap and Sihanoukville
Many airlines to choose from, such as Air Asia, China Eastern, Lao Airways and Air Cambodia, to name but a few. There are many others, depending upon your requirements. Check directly with airlines for routes, times and fares, etc.

Good news Air Cambodia, using Phnom Penh’s new international airport (TIA)

Now fully operational, replacing the old Pochentong Airport, which opened back in 1924, and is now closed.
The new airport is about 30km south of Phnom Penh City. Typical driving time would be in the region of 50 minutes, weather and traffic permitting.
A taxi from/to Phnom Penh city would cost about $40.

Good news Air Cambodia, using the Airport Express bus from the airport to the city
When intending to use the Airport Express Bus for the journey to Phnom Penh, I discovered that there was no signage inside/outside the terminal directing passengers to the Bus boarding point. Coming out of the airport, I was advised to walk straight ahead, keeping the airport directly behind me, for about 15 minutes to cover the ½ kilometer distance to the main road. More by luck than judgement, I discovered the bus stop a short distance off to my right. It is not useful/helpful to have no baggage carts, especially in very hot/wet weather and for passengers with children and a lot of luggage.
